Human and Community Development Services
SCCOG brings together vital programs that support residents across all stages of life. This includes the Area Agency on Aging, which helps older adults and their caregivers maintain independence and dignity; Care Services, offering personalized in-home support so individuals can remain safely in their homes; Food Distribution, which partners with Care and Share Food Bank to provide nutritious food to families and seniors in need; and the Early Learning Center, delivering quality child care and early education to ensure a strong start for the youngest members of our community. Together, these services strengthen the health, stability, and well-being of families in our counties.

Housing
Housing Services at SCCOG support safe, stable, and independent living for residents. Through Energy Outreach Colorado, we provide emergency assistance to households struggling with reliable utility bills. Our Home Modifications program offers critical adaptations—like ramps, accessible bathrooms, and specialized systems—that help people with medical conditions or disabilities live independently in daily life. The Housing Rehabilitation and Emergency Repairs program assists low- to moderate-income homeowners with vital updates, from plumbing and roofing to heating systems and ongoing accessibility improvements. Together, these programs strengthen housing security and community-wide quality of life.

Transportation
Transportation Services at SCCOG provide safe, reliable, and future-focused travel options. Public Transit offers affordable, door-to-door shuttle service in Huerfano and Las Animas Counties, with routes to Pueblo and Colorado Springs. The Front Range Passenger Rail project will connect Pueblo to Denver, Fort Collins, and beyond, easing congestion and expanding mobility. Regionally, the South Central Transportation Planning Region (TPR) leads long-term planning, funding, and strategies to improve roads, transit, and infrastructure. Together, these efforts ensure mobility today while building a stronger network for tomorrow. These coordinated services help residents access jobs, healthcare, education, and essential community resources more easily.

Regional Development
Regional Development at SCCOG focuses on building stronger local communities and economies across Huerfano and Las Animas Counties. Through the Enterprise Zone Program, we provide tax incentives that encourage business investment and job creation in economically distressed areas, helping drive ongoing local growth and revitalization. At the same time, the South Central Regional Transportation Planning Commission (SCRTPC) guides long-term transportation priorities, regional funding, and infrastructure improvements to keep residents and businesses connected. Together, these efforts support sustainable economic development, improve everyday mobility, and enhance the overall quality of life in the region.
